The Macao SAR Government addressed the policy objective “to construct high-quality community together for a better tomorrow” in 2004 whilst “proper medical care and prevention priority” is the policy for medical aspects, including objectives to improve health care system, strengthen disease prevention and treatment capabilities, and improve the overall health of citizens. To comply with the development of medical and health care sectors, a high-quality medical team is essential. Nursing personnel is among the foremost component whose quantity and quality exert significant impact on such development.

Further to the research project “A Ten-Year Plan for the Nursing Manpower in Macau” completed in December 2006 which focused on the planning of nursing manpower for inpatient, outpatient and health centre services, this research project “A Ten-Year Plan for the Community Nursing Manpower in Macau” was initiated in 2008 as a follow-up research for the former project.

This research plans for the needs of nursing manpower and its professional development for community nursing in Macao in the upcoming decade so as to comply with and facilitate the continuous development of every aspect of the Macao SAR especially in medical nursing, public health, health care and rehabilitation. The scope of research is only restricted to community that needs nursing manpower including elderly centre, rehabilitation centre, school, commercial institution and private clinic.
